A Statewide System for Early Wealth-Building

Many of our most underserved children have money set aside for their future that they are not yet aware of.
- Over 5 million children born in California since July 2022 and eligible public school students in grades 1-12 have a state-funded CalKIDS Account.
- More than a dozen counties, cities and organizations across the state operate Child Savings Account programs.
- Beginning in early 2026, eligible foster care involved and COVID-bereaved youth in California will have a HOPE Child Trust Account.
- The federal government recently created the Trump Account Pilot for babies born 2025-2028.
This is not about starting from scratch—it’s about activating the opportunities already in place.
The California Early Wealth Accounts System Plan: Ensuring Engagement and Impact
Developed by the California Child Savings Account Coalition, the California Treasurer’s Office, CalKIDS Institute at UCLA and more than a hundred field leaders to ensure that young people—especially those furthest from opportunity–are aware of and access their early wealth-building accounts.
How We’re Closing the Access Gap
California has the nation’s largest early wealth infrastructure. We optimize this proven system with data-driven strategies that maximize returns on investment and ensure equitable access.
